Con esta reforma, la Rep\u00fablica Dominicana adapta su marco penal a los desaf\u00edos del contexto actual, incorporando nuevas figuras delictivas, fortaleciendo la protecci\u00f3n de derechos fundamentales y actualizando las sanciones conforme a las demandas de una sociedad en evoluci\u00f3n.<\/p>\n<p>En este espacio presentamos un resumen ejecutivo de los principales cambios y novedades introducidos por el nuevo C\u00f3digo, con el prop\u00f3sito de ofrecer una visi\u00f3n clara, \u00e1gil y pr\u00e1ctica tanto para profesionales del derecho como para ciudadanos interesados en comprender el impacto de esta transformaci\u00f3n normativa.<\/p>\n<p>El objetivo es brindar una herramienta de consulta que permita identificar de manera r\u00e1pida los aspectos m\u00e1s relevantes de la reforma, as\u00ed como sus implicaciones en la pr\u00e1ctica jur\u00eddica, en la protecci\u00f3n de v\u00edctimas y en la aplicaci\u00f3n de justicia en la Rep\u00fablica Dominicana.<\/p>\n<h2 data-start=\"870\" data-end=\"905\"><span class=\"ez-toc-section\" id=\"Contexto_historico_de_la_reforma\"><\/span>Contexto hist\u00f3rico de la reforma<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p data-start=\"907\" data-end=\"1253\">Durante m\u00e1s de dos d\u00e9cadas se discuti\u00f3 la necesidad de actualizar el <strong data-start=\"976\" data-end=\"1003\">C\u00f3digo Penal Dominicano<\/strong>. El marco legal anterior no contemplaba delitos modernos como el cibercrimen, la violencia de g\u00e9nero o los fraudes financieros complejos. Adem\u00e1s, las sanciones existentes eran consideradas insuficientes para responder a la criminalidad organizada.<\/p>\n<p data-start=\"1255\" data-end=\"1441\">La Ley 74-25 responde a esa necesidad, alineando la legislaci\u00f3n penal con est\u00e1ndares internacionales de derechos humanos y con pr\u00e1cticas comparables a las de otros pa\u00edses de la regi\u00f3n.<\/p>\n<h2 data-start=\"1448\" data-end=\"1500\"><span class=\"ez-toc-section\" id=\"Principales_cambios_introducidos_por_la_Ley_74-25\"><\/span>Principales cambios introducidos por la Ley 74-25<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p data-start=\"1502\" data-end=\"1614\">La nueva normativa introduce m\u00e1s de 70 delitos que antes no exist\u00edan en la legislaci\u00f3n. Entre ellos, destacan:<\/p>\n<ul>\n<li data-start=\"1618\" data-end=\"1719\"><strong data-start=\"1618\" data-end=\"1634\">Feminicidio:<\/strong> se reconoce de forma expl\u00edcita y se sanciona con penas de 30 a 40 a\u00f1os de prisi\u00f3n.<\/li>\n<li data-start=\"1722\" data-end=\"1806\"><strong data-start=\"1722\" data-end=\"1736\">Sicariato:<\/strong> tipificado como asesinato por encargo, castigado con hasta 40 a\u00f1os.<\/li>\n<li data-start=\"1809\" data-end=\"1907\"><strong data-start=\"1809\" data-end=\"1827\">Autosecuestro:<\/strong> ahora perseguido como delito de simulaci\u00f3n de secuestro con fines econ\u00f3micos.<\/li>\n<li data-start=\"1910\" data-end=\"2000\"><strong data-start=\"1910\" data-end=\"1939\">Bullying y ciberbullying:<\/strong> sancionados con hasta 10 a\u00f1os de c\u00e1rcel seg\u00fan la gravedad.<\/li>\n<li data-start=\"2003\" data-end=\"2131\"><strong data-start=\"2003\" data-end=\"2024\">Estafa piramidal:<\/strong> se tipifica el fraude financiero basado en esquemas ilegales de inversi\u00f3n, con sanciones de 5 a 10 a\u00f1os.<\/li>\n<li data-start=\"2003\" data-end=\"2131\"><strong data-start=\"2134\" data-end=\"2181\">Violencia econ\u00f3mica en el \u00e1mbito dom\u00e9stico:<\/strong> reconocida por primera vez como delito.<\/li>\n<\/ul>\n<p data-start=\"2225\" data-end=\"2335\">Estos cambios cierran vac\u00edos legales y ofrecen mayor protecci\u00f3n a v\u00edctimas de delitos antes invisibilizados.<\/p>\n<h2 data-start=\"2342\" data-end=\"2403\"><span class=\"ez-toc-section\" id=\"Impacto_en_derechos_fundamentales_y_proteccion_de_victimas\"><\/span>Impacto en derechos fundamentales y protecci\u00f3n de v\u00edctimas<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p data-start=\"2405\" data-end=\"2599\">La <strong data-start=\"2408\" data-end=\"2421\">Ley 74-25<\/strong> fortalece la protecci\u00f3n de mujeres, ni\u00f1os y grupos vulnerables.
